Status and countermeasures of green mine construction in Jiangxi Province

Abstract
To clarify the current status and challenges of green mine construction in Jiangxi Province and fill research gaps regarding regional disparity analysis, dynamic assessment and long-term management mechanisms, practical countermeasures are proposed. Through field investigations and literature review, the progress of green mine construction across Jiangxi Province is systematically sorted out. Findings show that by the end of 2025, 254 green mines had been completed in the province, among which 36 are national-level, 171 provincial-level and 47 municipal-level. Significant progress has been achieved in the green and low-carbon transformation of mining sites. However, prominent challenges remain, including insufficient initiative of mining enterprises to build green mines, inadequate post-construction maintenance, and disjointed collaborative supervision among multiple administrative departments. To address the above issues, an innovative countermeasure system of “Four Strengthens” is put forward, namely strengthening green concept popularization, strengthening dynamic management, strengthening indicator revision and strengthening inspection and rectification. Detailed implementation paths are specified as follows: Building an intelligent supervision system featuring satellite remote sensing monitoring, on-site ground inspection, online digital administration and enterprise self-reporting; carrying out annual random inspections covering no less than 20% of all green mines; supplementing quantitative evaluation indicators; and establishing a provincial inter-departmental leading group. Concrete theoretical references and practical guidance are provided for advancing green mine construction at the regional level.
