Abstract:
In order to improve the ecological environment,actively respond to climate change,and create a more sus⁃tainable future for the economy,society,and environment,countries around the world have given high attention to the green and low⁃carbon economy.In practice,due to the inevitable trade⁃off between environmental sustainability and economic development,green low⁃carbon development often faces many challenges and conflicts.To this end,the Chinese government has launched a series of policies to support the development of the green and low⁃carbon economy.However,there is overlap in the objectives of these policies,a wide coverage of policy content,and duplica⁃tion of policy measures,so there is an urgent need for a systematic framework to integrate and analyze existing green low⁃carbon economic policies,thereby providing ideas and suggestions for improving the existing policy system.This article first clarifies the definition and connotation of the green and low⁃carbon economy and sorts out and evaluates the main green low⁃carbon economic policies.Through in⁃depth analysis of relevant literature and policies,this article argues that the green and low⁃carbon economy needs to coordinate three major goals:energy con⁃servation and carbon reduction,economic development,and environmental protection.Based on this,this article con⁃structs a logical framework of Chinese green low⁃carbon economic policies that includes four major types of poli⁃cy measures:basic elements,economic operation,demonstration cases,and top⁃level design.Analysis of the policy framework shows that although the Chinese green low⁃carbon economic policies have initially taken shape,there is still a gap in some policies.Therefore,in the future,it is necessary to continuously improve the policy system and pay more attention to the synergy of policies to achieve a win⁃win situation between green low⁃carbon and economic growth.The research results of this article will provide policy recommendations for the development direction of China’s fu⁃ture green low⁃carbon economic policies and provide theoretical support and practical guidance for promoting the sus⁃tainable development of the green and low⁃carbon economy.
