双碳战略下陕西能源工业转型路径

Transformation path of Shaanxi energy industry under double carbon strategy

  • 摘要: 2020年9月中国对世界做出的“碳达峰碳中和”承诺既是我国可持续发展的内在要求,也是负责任大国应尽的国际义务。陕西是典型的能源工业大省,面临“双碳战略”新压和机遇,能源工业能否成功转型关系到国家能源战略安全和陕西民生经济的可持续发展。从深入分析陕西省能源工业面临的能源生产结构、能源消费结构、产业转型等三大挑战和窗口期、构建现代能源体系、贯彻新发展理念及双控制度方案、中美加强甲烷减排合作等四大机遇入手,准确定位了碳中和前转型窗口期(2021—2030年)、达峰后20 a的竞合发展期(2031—2050年)、碳中和最后10 a (2051—2060年)的转型攻坚期3个阶段的转型策略,提出了做强陕北高端能化基地、加快绿色能源基地建设、推进多元化立体减碳、多能融合打造陕西省现代能源体系、依托陕西省“秦创原”科创平台布局零碳低碳负碳技术攻关、推动产业高端化、挖掘林草固碳潜力、优化政策体系、培育碳中和人才等九大转型路径。最后给出了能源工业有序转型、激励与约束并重和打造能源科技创新高地等3个方面的政策建议。

     

    Abstract: In September 2020, China’s “Double Carbon Strategy” for the world is not only the inherent requirements of our country’s sustainable development, and is also an international obligation responsible for the big country. Shaanxi is a typical energy industry big province, facing the new pressure and opportunities of “double carbon strategy”, whether its energy industry can be successfully transformed related to national energy strategic security and the sustainable development of Shaanxi people’s livelihood economy. From the in-depth analysis of three challenges of energy production structure, energy consumption structure, industrial transformation and four challenges of window periods, building a modern energy system, implement new development concept and dual control system, China and the United States strengthen methane reduction cooperation, accurately positioned the transition strategy about the window period before carbon neutralization (2021—2030), competition period of twenty years after Peak carbon dioxide emissions (2031—2050), the last ten years transformation attack period before carbon neutral (2051—2060). And then proposed nine transition paths such as strengthen Northern Shaanxi high-end Energy and Chemical base, accelerate the construction of green energy bases, promote diversified stereo carbon-reduction, create a modern energy system, layout zero carbon low carbon negative carbon technology research relying on Qin-Chuang-Yuan, promoting the industry high-endization, excavating forest grass carbon-fixed potential, optimizing policy system, cultivating carbon neutralization talents, etc. And finally three policy recommendations are given out, that is, energy industrial ordered transformation, incentive and constraints should be pay attention, and create energy technology innovation highland.
