    “双碳”目标下我国零碳矿山建设路径研究

    Research on the path of zero-carbon mine construction in China under the dual carbon goals

    • 摘要: 采矿业是能源消耗和碳排放的重点领域之一。加快探索零碳矿山建设路径,推进矿山碳排放转向低碳、零碳甚至负碳,是实现我国矿业绿色低碳转型和高质量发展的重要路径,对助力实现国家“双碳”目标具有重要战略意义。研究科学界定了零碳矿山的定义和内涵,梳理了我国零碳矿山由绿色化、低碳化到零碳化的建设进程,分析了当前在政策标准、技术装备、经济成本等方面面临的问题与挑战,提出零碳矿山是“双碳”目标下矿山绿色低碳发展的高级阶段,当前我国零碳矿山整体仍处于起步发展阶段。在此基础上,系统提出我国零碳矿山建设的“三步走”战略目标,构建了提升绿色能源比例、提升生产用能效率、提升循环利用水平、提升固碳用碳能力、提升能碳管理效能、提升可持续发展能力等“六个提升”建设路径,建立了涵盖源头减碳、零碳供能、节能提效、人工碳汇、数字能碳的零碳矿山建设技术体系。进一步提出建议:制定零碳矿山建设顶层规划、建立完善标准体系、加强科技创新支持、强化资金支持和金融赋能、建设重点示范项目,多措并举推进我国零碳矿山建设。

       

      Abstract: The mining industry is one of the key sectors for energy consumption and carbon emissions. Accelerating the exploration of pathways for constructing zero-carbon mines and promoting the transition of mining carbon emissions towards low-carbon, zero-carbon, or even negative-carbon represents a crucial approach for achieving the green, low-carbon transformation and high-quality development of China’s mining industry. It holds significant strategic importance for contributing to the dual carbon goals. The definition and connotation of zero-carbon mines are scientifically defined. It also sorts out the construction process of China’s zero-carbon mines from green, low-carbon to zero-carbon, and examines the problems and challenges currently faced in policy standards, technical equipment, economic costs, and other aspects. Zero-carbon mines are an advanced stage of green and low-carbon development for mines under the dual carbon goals, and currently, China’s zero-carbon mines are still in the initial stage of development. Based on this analysis, a “three-step” strategic goal for the construction of zero-carbon mines in China has been systematically proposed. Six improvement paths have been established, including increasing the proportion of green energy, improving energy efficiency in production, enhancing the level of circular utilization, improving carbon sequestration and utilization capabilities, enhancing energy and carbon management efficiency, and improving sustainable development capabilities. Furthermore, it establishes a technical system for zero-carbon mine construction covering carbon reduction at source, zero-carbon energy supply, energy conservation and efficiency enhancement, artificial carbon sinks, and digital energy-carbon management. Finally, policy recommendations have been put forward to promote the construction of zero-carbon mines in China, including formulating top-level plans for zero-carbon mine construction, establishing and improving standard systems, strengthening scientific and technological innovation support, enhancing financial support and empowerment, constructing key demonstration projects, and taking multiple measures to promote the construction of zero-carbon mines in China.
